владою демократії, яка, за відомим висловом У'п істона Чер-чилля, є найкращою формою влади з найгірших, і підкрес-міоє, що рецензія також не позбавлена недоліків, але систе-ма рецензування буде необхідною доти, доки не з'явиться і ідна альтернатива [2, с. 287 — 288]. Дослідник С. Н. Янг (S. N. Young) серед причин, із яких рецензія продовжує ви-користовуватися в теперішній формі, називає відсутність чіткої згоди з визначення її альтернативи, а також непра-вильне уявлення про те, як рецензія працює на практиці 152, с. 327]. Концепцію про процес рецензування, як єди-но можливий метод сьогодні, підтримують Дж. Овербейк (J. Overbake), Е. Уогер (Е. Wager), П. Лечменн (P. Lachmann), І;,. Малліген (A. Mulligan), Д. Грейнгер (D. Grainger), Ю. Гар-філд (E. Garfield).

 

Можна стверджувати, що у будь-якому випадку рецен-зія повинна бути не засобом досягнення власної вигоди, а працювати на благо науки. На жаль, крім вже окреслених упереджень, існують і більш витончені шляхи, за допомо-гою яких можна отриматиперевагипід час рецензування.

 

Так, дослідник Т. Саусгейт зазначає, що найцінніша інте-лектуальна власність дослідження — це представлені в ньо-му ідеї, і читач будь-якого дослідження, що бере участь у 11 роцесі рецензування чи ні, всотує ці ідеї, які потім за зруч-них обставин можуть стати основою для виникнення нових наукових ідей. Зазвичай, прослідкувати такі дії під час ре-цензування майже неможливо [44, с. 12]. Взагалі, «етичні за-сади рецензування встановлені чи занепадають настільки, і іаскільки вони підтримуються ретельним вивченням, енер-гійним обміном думок, міцними аргументами і зв'язками і цінностями суспільства, в якому вони функціонують» 134, с. 65].

 

В таких умовах для багатьох дослідників постає питан пя впровадження змін до процесу рецензування. Звичайно, показовим є те, що на Заході регулярно проводяться екс периментальні та статистичні дослідження цього процесу.

 


ГІРАЦІ З Д О Б У В А Ч І В

 

У рамках цих досліджень значна увага приділяється якії ним показникам рецензії, які базуються на організації с а мого процесу рецензування . Аналізується відбір експертів для оцінювання авторського оригіналу, враховуються їхні вікові особливості, методика рецензування тощо. Та варто зазначити, що в цілому, погляди дослідників на процес ре-цензування далекі від єдності: хоча основні напрями дослі дження вже визначені і низка проблем поставлена, багато питань залишаються відкритими . У зв'язку з цим, перспек тиву подальших досліджень вбачаємо у розгляді та враху-ванні пропозицій щодо п о к р а щ е н н я процесу наукового ре-цензування.
